JKKP 8 Annual Accident Register
A Practical Compliance Guide for Employers in Malaysia

Effective Date: Since 1994. Submission Deadline: 31 January
What Is JKKP 8?
JKKP 8 is the Annual Accident Register that employers are required to submit to the Department of Occupational
Safety and Health (DOSH / JKKP).
It is a yearly report that summarises all workplace safety and health incidents that occurred during the calendar year.
This includes not only serious accidents, but also other safety-related occurrences that regulators monitor closely.
The report covers:
Workplace accidents
Dangerous occurrences
Occupational poisoning
Occupational diseases
JKKP 8 helps DOSH analyse workplace safety trends, identify high-risk industries, and assess whether employers are
managing occupational safety and health effectively.

Who Must Submit JKKP 8?
All employers covered under OSHA 1994 are required to submit JKKP 8. This requirement applies to:
All industries
All types of workplaces
Employers of all sizes
There are no exemptions based on company size or number of employees.
Importantly, employers must still submit JKKP 8 even if:
No accidents occurred during the year, or
No employees were injured
In such cases, a "Nil" submission is still required. Failure to submit because "nothing happened" is not an acceptable
reason.
Submission Details and Compliance Requirements

Late submission may be treated as non-compliance, even if the report is eventually submitted.

Why JKKP 8 Is Important?
JKKP 8 is not just a routine form. It is often reviewed during:
DOSH inspections and audits
Workplace accident investigations
Insurance claims and renewals
SOCSO-related matters
Internal safety and risk management reviews
Missing or inaccurate JKKP 8 records may raise concerns about an organisation's safety culture and compliance
practices.
Consequences of Non-Submission
Failure to submit JKKP 8 may result in enforcement action under Regulation 10(3), including:
Fines
Imprisonment
Or both, depending on the circumstances
Non-compliance may also lead to increased scrutiny by regulators and complications in insurance or SOCSO
matters.
KEY TAKEAWAY
JKKP 8 submission is a mandatory annual obligation for all employers under OSHA 1994. Timely and accurate reporting supports workplace safety, regulatory compliance, and risk management.
